How to use 的话
Topic + 的话,comment
的话 can establish what a following comment is about. After a place, time, issue, or other topic, it narrows the discussion in a way similar to as for or when it comes to. This often occurs when selecting one option from a conversation or responding to a particular part of someone's question. The topic need not be an action or a complete condition.
Place 的话 after the topic phrase and then make the relevant comment. A brief pause often separates the two parts in speech. The same expression also marks conditions, so context determines whether an if interpretation is needed. Ask whether the phrase names an area of discussion or sets a requirement for the result.
