How to use 不……了没有……了

Sentence pattern

不 / 没(有) + Verb Phrase + 了

A negative predicate followed by sentence-final 了 can show that an earlier situation no longer holds. With 不, the change may concern a habit, intention, state, or future action. The final particle distinguishes a changed decision or condition from a negative statement that simply describes what is true.

没有 can combine with final 了 when something previously possessed or available has run out or is no longer present. This does not mean that ordinary past action negation always retains a completion particle. The final 了 serves a different purpose here: announcing the new situation. 已经 may add emphasis, but the changed-state reading can often be understood without it from the context.
