How to use 在于
Topic + 在于 + essential factor / determining condition
在于 identifies where the essence, importance, or determining factor of something lies. The topic may be a problem, a value, a success, or a choice, while the following phrase explains what really matters. This is an abstract relationship rather than a physical location. English may use lies in, consists in, or depends on according to the context.
Follow 在于 with a noun phrase, action, or condition that states the relevant factor. A contrast using 不在于…而在于 can reject one explanation and foreground another. Some sentences identify the person or preference on which a decision depends. Keep the proposed factor specific enough to explain the topic rather than merely repeat it in different words.
