Sentence pattern

还是 vs. 或者

还是 connects alternatives when the speaker asks which one applies or should be chosen. The alternatives themselves provide the possible answers, so the ordinary pattern does not add 吗. 或者 instead joins possibilities within a statement, where the speaker is presenting options rather than directly requesting a selection between them.

An alternative question can be embedded inside a larger statement about knowing, deciding, or understanding. In that case 还是 remains appropriate even though the whole sentence may not end with a question mark. Look at the role of the alternatives, not punctuation alone. Other uses of 还是, such as expressing a preference or continuation, need their own interpretation rather than this basic either-or contrast.
