Sentence pattern
In a comparison, 没有 can mean that A does not reach B’s degree of a quality. Put the reference item B after 没有, then 那么 or 这么 and the adjective. A road can be less wide, a day less cold, or one person less fast than another.
This is a comparison pattern, not a statement that A lacks an object. The adjective at the end tells the listener what is being compared. 不比 has a different emphasis: it denies that A exceeds B and does not by itself establish the same lower-degree claim.

Avoid这个杯子没有大那个杯子。
Use这个杯子没有那个杯子那么大。
Put the reference cup after 没有, then give the quality with 那么大.
