Sentence pattern

(包括)⋯⋯ 在内 ,⋯⋯

在内 makes inclusion within a group, calculation, or scope explicit. It often appears with 包括, placing the included item between the verb and 在内. This is useful when a total would otherwise leave uncertainty about whether a particular cost, person, or category has been counted. A negative form can instead state that the item is excluded.

The inclusion phrase may frame the sentence at the beginning or be added after a broader statement as clarification. It can also be integrated into a verb phrase about including something. Keep the larger whole clear so the listener knows what the item belongs inside. The construction concerns membership or accounting scope rather than necessarily a literal enclosed physical space.
